대북지원 20년, 한반도 분단 70년을 맞아, 200명이 넘는 국제 다자기구, 국제 비정부기구, 양자기구, 정부, 지자체, 국내 민간단체의 관계자 및 대표들, 그리고 전문가들이 함께 모여 2015년 11월 3일부터 4일까지 국제회의를 진행하였다.
참가자들은 북한의 인도적 상황을 개선함에 있어 대북지원이 건설적인 역할을 담당해 왔다는데 동의했다.
참가자들은 최근 몇 년 동안 대북지원이 계속해서 축소되어왔다는 점에 우려를 표명했다. 북한의 경제상황이 조금씩 나아지는 것처럼 보이고 있지만, 오랜 기간 지속되고 있는 북한 주민의 고통을 덜어 주는데 있어 대북지원은 여전히 매우 중요한 역할을 하고 있다. 이는 북한을 둘러싼 정치적 입장과 견해의 차이에도 불구하고 분명한 사실이다.
참가자들은 국제사회가 단순히 대북지원을 계속 유지하는 차원을 넘어 인도적 지원과 장기적 개발협력 사업을 확대할 것을 요청했다.
참가자들은 또한 인도적 협력 기관들이 북한 당국과 함께 국제협력의 수준을 향상시키고 현재 진행 중인 지원과 앞으로 진행될 지원의 효과성을 극대화할 수 있도록 노력할 것을 희망했다.
참가자들은 남북한이 정부 간 대화뿐만 아니라 문화, 교육 등 다양한 방식의 민간교류협력 사업을 모색할 것을 권고했다.
최근 남북관계가 조금씩 개선되고 있는 상황에서, 참가자들은 한국 민간단체들이 대북지원 사업에 있어 보다 더 큰 역할을 할 수 있기를 희망했다.
참가자들은 지원확대, 개발협력, 남북관계 개선과 관련된 모든 행동에 있어 여성의 필요뿐만 아니라 여성이 가진 특별한 역량을 고려할 것을 권고했다.
대북지원은 상호이해를 증진하는데 실질적 공헌을 할 수 있다. 특히 지금과 같이 엄중한 상황에서 대북지원을 지속하는 것은 매우 중요한 일이다. 참가자들은 정부와 국제사회가 한반도 평화를 확산시키는 이러한 발걸음을 지지하고 후원할 것에 대한 희망을 피력했다.

<70 Years of Division and 20 Years of Aid to North Korea2015 International Conference on Humanitarian and Development Assistance to the DPRK>
Statement on Aid to North Korea and Peace on the Korean Peninsula
To mark the 20th anniversary of humanitarian aid to North Korea, more than 200 experts and representatives of multilateral, bilateral, government, and non-governmental organizations involved in this issue met in Seoul on Nov. 3 and 4, 2015.
They agreed that aid has played a constructive role in improving the humanitarian situation in the DPRK.
They expressed concern that the level of aid has decreased in recent years. Despite some recent economic progress, aid remains important to address continuing hardship among much of the North Korean population. This is true irrespective of broader political differences and tensions.
They urged the international community not only to continue but to increase the amount of humanitarian and long-term aid to the DPRK.
Participants also expressed the hope that humanitarian partners will work with North Korea to improve standards of international cooperation and maximize the efficiency of current and future aid.
Participants encouraged the two Koreas to explore a variety of mechanisms for carrying on dialogue including through bilateral, people to people, cultural, and educational exchanges.
In light of recent encouraging developments in inter-Korean relations, participants expressed the hope that South Korean NGOs will be able to play a greater role in humanitarian aid projects in the DPRK.
Participants supported not only taking the specific needs but also the distinctive capabilities of women into account in all activities promoting aid, development, and improved inter-Korean relations.
Aid can make a tangible contribution to improving understanding. At this crucial time, it is vitally important that it continue, and participants expressed the hope that governments and the international community will support these steps towards promoting peace on the Korean peninsula.
