11월 1일 비공개로 진행된 2018 대북지원 국제회의에 참석한 80여명의 관계자들은 인도지원에 대한 제재의 영향에 우려를 표하면서, 북한주민과 한반도 평화를 위한 활동에 적절하고 일관된 지원이 뒤따라야 한다는 공동선언문을 발표했습니다.

- 남북 공동선언의 이행과 한반도 평화를 위한 협력 강화

(사)우리민족서로돕기운동과 경기도, 독일 프리드리히에버트재단 한국사무소 등은 10월 31일(수)부터 11월 2일(금)까지 대북 인도∙개발지원에 관한 국제회의를 개최했다. 지난 2009년부터 매년 열려 이번이 10번째인 「2018 대북지원 국제회의」에는 80여명의 다자, 양자, 정부, 비정부 기구 관계자들이 참석했다.
이번 회의의 참석자들은 올해 들어 세 차례 열린 남북 정상회담과 지난 6월의 북미정상회담과 고위급회담 등, 한반도를 둘러싼 최근의 외교적 진전에 환영의 뜻을 표했다. 참석자들은 또 한반도의 평화구축 과정에서 시민사회와 학계,
기업, 민간의 다양한 기관들이 수행하고 있는 지속적인 노력에도 감사를 표시했다.
그러나 외교적인 진전에도 불구하고 참석자들은 최근 몇 년간 북한 주민들의 인도적 필요가 무시되고 있는 점에 우려를 표시했다. 특히, 기존의 ‘최대 압박’이라는 미국의 외교정책에 북한의 인도적 상황마저도 포함될 수 있는 최근의 변화에 대해서도 많은 염려가 제기되었다.
참석자들은 전 세계의 인도주의 기관과 활동가들에게 영향을 미치는 제재와 여행 제한이 북한 주민들에게 심각한 결과를 야기할 수 있다는 점과 더불어 이것이 한국과 중국을 포함한 동아시아의 국민 건강에도 악영향을 줄 수 있을 것으로 우려했다. 북한의 인도적 상황은 급성 영양실조를 앓고 있는 6만 여명의 북한 어린이들이 제재로 인해 기아를 겪게 될 것이라는 유엔의 경고에서 드러나는 것처럼 심각한 상태이다(2018년 6월 유엔 사무총장 보고). 게다가 전 세계의 보건의료 관계자들은 북한에 대한 갑작스러운 후원 중단과 제재 조치로 의약품과 의료용 물품의 적시 전달이 제약을 받으면서 결핵이 급증할 것으로 경고하고 있다.
이에 더해 참석자들은 이제야 관계 정상화에 나선 정부 간의 협상이 제재 조치로 그 동력이 위축될 것을 우려했다. 참석자들은 북한 주민들의 고통을 미래 세대가 새롭게 관계를 정상화할 수 있는 가능성을 위태롭게 할 수도 있다는 점에 대해 의견을 같이 했다.
「2018 대북지원 국제회의」의 참석자들은 최근의 남북관계 개선 국면에서 한국의 민간단체들이 대북 인도적 지원에서 더 큰 역할을 할 수 있을 것이라는 기대를 표시했다.
참석자들은 지원이 북한의 인도적 상황을 개선하고 한반도의 미래 세대가 평화 공존을 이루어나가는 데 실질적으로 기여한다는데 동의했다. 참석자들은 지금과 같은 전환의 시기에, 북한 주민들을 위한 활동과 한반도의 지속가능한
발전과 평화를 위한 활동들에 대해 적절하고 일관된 지원이 뒤따라야 한다고 호소했다.
이에 따라 참석자들은 유엔, 북한과 관련된 각국 정부, 그리고 북한에 아래 사항들을 해결해 나갈 것을 촉구했다.
1. 유엔과 각국 정부는
1) 북한에서의 인도적 활동이 지속적으로 전개되고 물자 전달이 적시에 이루어질 수 있도록, 또한
2) 인도주의 기관 활동가들의 북한으로의 접근을 활성화할 수 있도록 투명한 규정과 관련 절차를 마련하라.
2. 유엔과 각국 정부는 유엔 산하 기관과 국제기구, 주요 비정부 기관들이 북한에서 활동할 수 있도록 적어도 한 개 이상의 금융 채널을 개설하라.
3. 유엔과 각국 정부는 북한의 인도적 필요를 대북 정책의 결정 과정에 반영하라.
4. 유엔과 각국 정부는 파악된 인도주의적 요구에 필요한 재정 자원을 제공하라.
5. 북한은 인도주의 지원의 투명성과 책무성을 증진하라.

2018 International Conference on Humanitarian and Development Assistance to the DPRK
- Strengthening Solidarity for the Implementation of the Joint Inter-Korean Declarations & Peacebuilding on the Korean Peninsula
JOINT STATEMENT
From October 31 to November 2, 2018, the Korean Sharing Movement, the Friedrich Ebert Stiftung Korea Office, and the Gyeonggi Provincial Government hosted their 10th annual conference on humanitarian and development assistance to the Democratic People’s Republic of Korea (DPRK). To mark the occasion, more than 80 experts and representatives of multilateral, bilateral, government, and non-governmental organizations from the humanitarian and development sectors convened in Seoul, Republic of Korea.
Conference participants warmly welcomed the recent diplomatic developments on the Korean Peninsula, ncluding, the inter-Korean summits, and the United States (US)-DPRK Singapore Summit, and other ongoing high-level dialogues. Participants also acknowledged the continuous efforts of civil society, academics, businesses, individuals, and other private actors working towards peace-building on the Peninsula.
Despite positive diplomatic advances, participants expressed concern that the humanitarian needs of the North Korean people have been neglected in recent years. In this context, there is further concern that this could be exploited by the US as shifting trends in American foreign policy indicate that the humanitarian situation in North Korea may now be included in its maximum pressure campaign.
Participants voiced concern that sanctions and travel restrictions impacting humanitarian actors from across the globe would have serious consequences for North Korean citizens, as well as potential public health impacts in East Asia, including South Korea and China.
The humanitarian needs in the DPRK are significant as evidenced by the UN’s warning that 60,000 children are in danger of severe acute malnutrition potentially leading to starvation as a result of sanctions (reported in the United Nations Secretary General report of August 6, 2018). Furthermore, public health officials have warned of the potential for a tuberculosis outbreak, resulting in deaths in the DPRK and ROK, due to sudden funding cuts and sanctions regulations that impede a timely delivery of medications and medical supplies.
Participants also cautioned that sanctions could undermine government-to-government negotiations as these policies could impede commitments to working towards a normalization of relations. Participants reasoned that any contributions to the further suffering of North Korean citizens damages the credibility of negotiating parties and jeopardizes the potential of current and future generations to redevelop relations.
In light of the developments of inter-Korean relations, participants expressed the hope that South Korean non-governmental organizations will be able to play a greater role in humanitarian aid projects in the DPRK.
Participants agreed that assistance makes a tangible contribution to improving the humanitarian situation in North Korea as well as ensuring future generations on the Korean Peninsula enjoy a peaceful co-existence. At this crucial time of transition, participants appealed for adequate and consistent resources for ongoing efforts to support North Korean citizens and for sustainable development and peace in the region.
Therefore, participants urged the United Nations, governments of countries with involvement in the DPRK, and the DPRK, to work with humanitarian aid workers and relevant actors to:
1. Develop transparent procedures and regulations that;
a) ensure the timely delivery and continuous flow of humanitarian aid;
b) facilitate humanitarian aid workers access to the DPRK;
2. Establish at least one banking channel for United Nations agencies, international organizations, and recognized
non-governmental organizations
3. Integrate the humanitarian needs of the DPRK into policymaking decisions
4. Provide and facilitate necessary financial resources in line with the need identified; and
5. Encourage the transparency and accountability by the DPRK regarding delivery of humanitarian aid
